The Community Development Mortgage Officer l is responsible for managing community development activities and initiatives for a designated market area. Ensures company visibility is established in the area and promotes relationships with groups, agencies and organizations in the community to identify mortgage opportunities.



  • Explore and evaluate the current and future Mortgage needs of the community and develops a strong understanding of the local issues and needs.
  • Actively monitor public programs that support community development initiatives.
  • Complies with policies to ensure compliance with Community Reinvestment Act (CRA) and other regulations.
  • Develop the market in low and moderate income CRA assessment areas through partnering with direct referral sources to include participating in community organizations that serve low and moderate income communities
  • Establish and support relationships with Realtors and Housing Authorities.
  • Plan, organize and speak at first time homebuyer seminars.
  • Assist homebuyers with low to moderate income purchase homes.
  • Work with customers and prospective customers to assist them in identifying and securing a mortgage loan that is appropriate for their individual financial circumstances and is designed t to help them achieve their home ownership goals.
  • Assists with origination of conventional and government residential mortgages and participates in related business development activities.
  • Interviews applicants and obtains information to determine the mortgage product that best fits their financing needs
  • Performs an income analysis and qualification assessment and applies to investor guidelines
  • Inputs applicant information into the loan processing system by laptop and has appropriate disclosures signed by borrowers
  • Meets with and interviews customers outside the bank and has the ability to take application by laptop computer
  • Obtains and analyzes pertinent financial and credit data prior to submitting to the processing center
  • Corresponds with applicants to resolve questions or to obtain additional information that may be required during the underwriting process
  • Negotiates terms and conditions of loan with applicants
  • Demonstrates good customer service skills by answering questions from customers pertaining to loans in process, potential loan requests and general information
  • Communicates with processor as to status of loans in process
  • Is aware of current and changing agency and investor guidelines and applies that knowledge to individual loan request
  • Tracks CRA loan production and community outreach data.
  • Participates in Community Reinvestment Act events, meetings and forums.
  • Develops and maintains knowledge of financial industry, economy, market conditions, rates, investor guidelines and competition
  • Engages in new business development activities and solicitation of new business
  • Has a basic knowledge and is able to read and analyze tax returns and financial statements
  • Has a basic knowledge of related compliance regulations such as RESPA, Fair Lending HMDA, etc.
  • Must have excellent time management and organizational skills.
  • Completes annual compliance courses.


  • Adheres specifically to all corporate policies and procedures.  Also adheres to Federal and State regulations and laws including the Bank Secrecy Act.
  • This position requires incumbent to be registered in the Nationwide Mortgage Licensing System and Registry.
  • Performs additional duties and responsibilities as directed.

High school diploma or general education degree (GED); or the equivalent combination of education and experience and three to five years previous nonprofit Community Development experience. Work related experience should consist of duties in a business environment. Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business related, financial industry preferred.

Physical Demands/Work Environment: Vision, hearing and speech are required. Individuals must have the ability to work with detailed information in a concentrated manner.

The environment for this position is an open office that is mostly clean and comfortable. It may include some minor annoyances such as noise, odors, drafts, etc. The incumbent is in a non-confined office-type setting in which he or she is free to move about at will.

The incumbent in the course of performing this position spends time writing, typing, speaking, listening, lifting (up to approximately 25 pounds), carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling and reaching.

The incumbent for this position may operate any or all of the following: telephone, copy and fax machines, adding machine (calculator), typewriter, computer terminal, personal computer and related printers.
